The Commercial Property Assessed Conservation, Energy, and Resiliency Cooperation Law (C-PACE) would allow for development authorities to create a land-secured financing district which acts as a mechanism for financing energy efficiency and renewable energy improvements on private commercial properties. This model allows for commercial property owners to finance the up-front cost of energy or other eligible improvements on a property and then pay the costs back over time through a voluntary tax assessment. The unique characteristic of C-PACE assessments is that the assessment is attached to the property rather than an individual, so financial obligations can be passed in the sale of the property. This mechanism would be municipal option.
