This bill was formerly a speed detection bill stating if speeding fines levied, based on the use of speed detection cameras, are equal to or greater than 35 percent of a municipal or county law enforcement agency's budget, then the law enforcement agency or governing body could be fined no more than $1,000.

This bill was amended and now seeks to penalize local governments that violate immigration sanctuary polices. Those found in violation shall lose their eligibility for certain state and federal funds, waive sovereign immunity for local governments and their officials and employees, and removal of members of local governing authorities.
