The Georgia State Ethics Commission has released information on changes resulting from SB 199 that will affect ethics filings for local elected officials, candidates and local filing officers. Additional information is available on the Ethics Commission web site.
Register for PeachFile
Local elected officials, candidates for upcoming elections and local filing officers (city clerks) are encouraged to register for the PeachFile E-Filing System during 2026. Beginning Jan. 1, 2027, all ethics forms must be submitted through PeachFile. Quick Reference Guides are available at the bottom of the PeachFile login page.
Campaign Filing Requirements
Officials who do not plan to spend or accept any campaign funds or in-kind contributions should not file a Declaration of Intention (DOI). Filing a DOI will trigger campaign reporting requirements. Officials who expect to spend or receive less than $2,500 during their election cycle may instead file the Exemption Affidavit Not to Exceed $2,500, which relieves them from filing Campaign Contribution Disclosure Reports (CCDRs) four times per year.
Personal Financial Disclosure Reports
The new filing date for Personal Financial Disclosure Reports (PFDR) is Sept. 1.
2026 Filing Process
Ethics reports will continue to be filed with the local filing officer, typically the city clerk, throughout 2026.
