Midway City Clerk Lynette Cook-Osborne was announced as the 2025 Georgia Municipal Clerks Association (GMCA) Clerk of the Year at the Georgia Municipal Association’s annual convention in Savannah on Monday, June 23. The award is the highest honor given by the GMCA and highlights exceptional professionalism, leadership and service in municipal government.
With 40 years of dedicated service in local government, Cook-Osborne has built a career rooted in excellence, passion and community impact. She began her municipal career in 1985, and from 1986-1996, serving as City Clerk and HR for all city departments. Over the years, Cook-Osborne has become known as a trusted administrator and leader.
“Cook-Osborne embodies the spirit of excellence and integrity that defines our profession,” said Vernice Thompson, president of the Georgia Municipal Clerks Association (GMCA). “Her commitment to fostering transparency, improving city operations, and mentoring fellow clerks has set a standard of professionalism that inspires us all.”
Throughout her career, Cook-Osborne has earned multiple professional certifications including the Certified City Clerk Administration from the International Institute of Municipal Clerks (IIMC), Municipal Revenue Administration Certification (MRAC) from the Georgia Municipal Association (GMA), as well as the Georgia Municipal Clerk certification.
Under her leadership, Cook-Osborne has provided the city with many opportunities to connect citizens with the city through various city operations. In addition to her work within city hall, Cook-Osborne has mentored rising clerks, served in various leadership capacities throughout GMCA’s District 12 – including serving as a former District 12 President.
Beyond her professional duties, Cook-Osborne is actively engaged in the local community. She volunteers as a mentor to youth and high school students, supports senior citizens with meals and personal care, and is a regular participant in civic events and outreach programs that strengthen the connection between residents and their local government.
The GMCA Clerk of the Year Award is presented annually to a municipal clerk who demonstrates outstanding service, leadership, and dedication to the profession.
