Senate Advances Housing Legislation

The Senate Committee on Banking, Housing, and Urban Affairs has unanimously advanced the bipartisan ROAD to Housing Act of 2025 to boost housing supply. The bill directs HUD to streamline regulations, support zoning reform, and provide funding for local efforts to accelerate development. Key provisions include:

    • incentives for infill housing,
    • pre-approved design templates,
    • flexible grants for infrastructure and pro-housing policies, and
    • permanently authorizes the CDBG–Disaster Recovery program and simplifies rural housing reviews.

Georgia Senator Raphael Warnock, a member of the committee, praised the bill as a tool to modernize zoning and promote equity, and successfully added his Appraisal Modernization Act to combat racial bias in home valuations.
