Twelve Georgia communities were awarded financing totaling $39,328,700 for water, wastewater, sewer, and solid waste projects by the Georgia Environmental Finance Authority (GEFA) board of directors.
Project and Loan Details
Albany
The $3,500,000 DWSRF lead service line loan will finance replacing potential lead and galvanized service lines in the water system. The city will pay no interest on the 20-year loan. The city is eligible for principal forgiveness up to $770,000
Comer
The $1,500,000 Georgia Fund loan will finance updating and rehabilitating the city’s wastewater treatment plant. The city’s treatment plant is currently not compliant. This project will ensure compliance with current and anticipated requirements and enhance the treatment reliability of the system. The city will pay 3.41% on the 30-year loan. The loan qualifies for a reduced interest rate due to GEFA’s affordability criteria.
Coosa Water Authority
The $3,300,000 DWSRF loan will finance the installation of a water storage tank and the construction of a new well and well house. The authority’s existing water storage capacity no longer meets the community’s daily water demand. This project will expand the system capacity, enhance reliability, and ensure water quality for the community. The authority will pay 2.89% interest on the 20-year loan. The loan qualifies for a reduced interest rate due to GEFA’s affordability criteria. The authority is eligible for principal forgiveness up to $1,600,000.
Covington
The $12,000,000 CWSRF loan will finance upgrading the city’s water reclamation facility and an operations building. This project will ensure wastewater discharges comply with regulations, which will help improve economic development and reduce local water demand. The city will pay 2.39% interest on the 20-year loan. The loan qualifies for a reduced interest rate due to the city being a WaterFirst Community. The city is eligible for principal forgiveness up to $2,400,000.
Laurens County Solid Waste Management Authority
The $5,251,500 Georgia Fund loan will finance the construction of new landfill cells at the Municipal Solid Waste (MSW) Landfill. This project will provide additional municipal solid waste capacity for the county’s residents. The authority will pay 2.89% interest on the 20-year loan. This loan qualifies for a reduced interest rate due to the city of Dublin being a PlanFirst Community.
Manchester
The $2,244,700 DWSRF lead service line loan will finance an inventory and replacement of potential lead and galvanized service lines in the water system. The city will pay no interest on the 20-year loan. The city is eligible for principal forgiveness up to $808,092.
Millen
The $2,000,000 DWSRF lead service line loan will finance replacing galvanized service lines in the water system. The city will pay no interest on the 20-year loan. The city is eligible for principal forgiveness up to $1,100,000.
Moultrie-Colquitt County Development Authority
The $622,000 Georgia Fund loan will finance extending the city of Moultrie’s sanitary sewer system to the authority’s industrial park, which will support anticipated economic development in the area. The authority will pay 3.24% on the 20-year loan. The loan qualifies for a reduced interest rate due to GEFA’s affordability criteria.
Nashville
The $550,000 DWSRF lead service line loan will finance an inventory and replacement of potential lead and galvanized service lines in the water system. The city will pay no interest on the 20-year loan. The city is eligible for principal forgiveness up to $198,000.
Norman Park
The $3,161,000 Georgia Fund loan will finance improvements to the city’s wastewater treatment plant. This project will address the issues at the water pollution control plant and bring the system into compliance. The city will pay no interest on the 30-year loan. The loan qualifies for a reduced interest rate due to GEFA’s affordability criteria. The city is eligible for principal forgiveness up to $2,844,900.
Sparta
The $3,199,500 Drinking Water State Revolving Fund (DWSRF) loan will finance upgrading the city’s water treatment plant and constructing a new elevated storge tank. The city has experienced several mechanical and operational issues and the available storage for treated water does not meet the Georgia Environmental Protection Division’s standards. This project will expand the system capacity, enhance reliability, and ensure water quality for the community. The city will pay 2.89% interest on the 20-year loan. The loan qualifies for a reduced interest rate due to GEFA’s affordability criteria.
Twiggs County
The $2,000,000 Georgia Fund loan will finance installing water and sewer lines. The county intends to extend water and sewer infrastructure to a proposed truck stop and food service facility. This project will support future economic growth in the area. The county will pay 2.99% interest on the 20-year loan. The loan qualifies for a reduced interest rate due to GEFA’s affordability criteria.
