Roadway Grant and Loan Program - Georgia Transportation Infrastructure Bank (GTIB)

The Georgia Transportation Infrastructure Bank (GTIB) is a grant and low-interest loan program administered by the State Road and Tollway Authority (SRTA). Since inception, GTIB has provided $244 million in loans and grants to highly competitive transportation projects that have enhanced mobility and driven economic development in local communities throughout Georgia.

Loans and grants are available for traditional roadway-related projects (e.g., road, bridge, associated bicycle, pedestrian and traffic control) and for the first time, loan funding is available to publicly-owned, public use airports for the purpose of constructing airport hangars.

Please note that GTIB has prioritized investment in rural areas. In the past three rounds (FY23-FY25), 100% of eligible rural applications have received at least a portion of their requested funding.

Loans have competed better than grants. In the last three rounds of funding (FY23-FY25), 75% of applications requesting a loan-only and 58% of applications requesting a loan/grant combo received awards, compared to 17% of applications requesting a grant-only.

Eligibility

Eligible entities include: City Governments, County Governments, Community Improvement Districts (CIDs), State Authorities, Boards, Commissions, Agencies, and Departments as well as any combination of these.

Match Requirement

GTIB funds may constitute no more than 33% of total project value.

Applicants are encouraged to contribute as much local match as possible to make the request competitive.

The initial completed Application (and Financial Documentation Form if applying for a loan) must be submitted by email to GTIBinfo@srta.ga.gov. Within 2 weeks of submitting the Application by email, the Applicant must pay the Application Fee of $250 via check made out to the State Road and Tollway Authority.
