Housing-Related Hazards and Lead-Based Paint Capital Fund Program

This NOFO solicits applications for the Housing-Related Hazards (HRH) Capital Fund Program and the Lead-Based Paint (LBP) Capital Fund Program, referred to jointly as the HRH and LBP Capital Fund Program. The purpose this Funding Opportunity is to evaluate and reduce residential health hazards in public housing, including lead-based paint, carbon monoxide, mold, radon, and fire safety.
Funds will be awarded for evaluating and reducing lead-based paint hazards specifically by carrying out the activities of lead-based risk assessments, inspections, abatement, interim controls, and clearance examinations.
There are two areas of funding available through this funding opportunity. Applicants may focus their application in one or both areas.
- General Housing-Related Hazards Focus: Funds available under this NOFO support applications that evaluate and reduce housing-related hazards including mold, radon, carbon monoxide, and fire safety hazards in public housing (e.g. HRH).
- Lead-Based Paint Focus: No less than $25 million of the $65 million is available for applications that propose to evaluate and reduce lead-based paint hazards specifically by carrying out the activities of lead-based risk assessments, inspections, abatement, interim controls, clearance examinations, and relocation (e.g., LBP). In the event there are not enough eligible applications to award $25 million, any remaining amounts may be awarded to eligible applications focused on HRH.
Eligibility
Eligible entities include:
- (Public housing authorities/Indian housing authorities)
- Additional Information on Eligibility
- Public Housing Agencies - PHAs with the legal authority to develop, own, modernize, and operate a public housing project in accordance with the Act are eligible.
- Moving to Work Agencies - PHAs participating in the Moving to Work Demonstration Program (MTW) are eligible to apply.
- Troubled Status - PHAs that are troubled are eligible for funding if the agency is in compliance with any current Memorandum of Agreement or Recovery Agreements.
