VA's Grant and Per Diem (GPD) Program

VA's Grant and Per Diem (GPD) Program is offered annually by the Department of Veterans Affairs to fund community agencies providing services to Veterans experiencing homelessness. The purpose of the transitional housing component of the program is to promote the development and provision of supportive housing and services with the goal of helping homeless Veterans achieve residential stability, increase their skill levels and/or income, and obtain greater self-determination. Additionally, the GPD Program offers Case Management grants to support housing retention for Veterans who were previously homeless and are transitioning to permanent housing.

Please note that while there is a third GPD grant available, Special Needs Grants, it is only open for current GPD SN grantees at this time.
Transitional housing grants explained:
- Transition-In-Place (TIP) grants offer Veteran residents housing in which supportive services transition out of the residence over time, rather than the resident. Upon completion of the TIP services, the resident retains the unit as their permanent housing with no requirement to move
- Per Diem Only grants provide funding in the form of per diem payments to reimburse grantees for the cost of care provided to Veterans in transitional supportive housing
Eligibility
Applicants eligible include:
- a 501(c)(3) or 501(c)(19) nonprofit organization
- state or local government agency or federally recognized Indian Tribal government that meets the requirements in 38 CFR § 61.1.
- An entity that is religious or faith-based is eligible, on the same basis as any other organization to participate.
Match Requirement
There is no match requirement for these grants, and cost sharing is not allowed.
