P eoria, Illinois, won the 2018 International Code Council Award for its exemplary work in code enforcement. The city's presentation at the Center for Community Progress Reclaiming Vacant Properties Conference in early October 2019 in Atlanta summarizes how their model works.

Peoria's Community Development Department revamped its organizational culture by focusing on education and engagement before turning to enforcement. Consistent communication and increased data measurement informed a variety of new programs that included rewarding compliance and providing internal as well as external training. Code enforcement became an interdepartmental activity in partnership with community stakeholders and was reframed as "code encouragement."
