According to the National League of Cities' 13th annual State of the Cities report, local governments across the country are navigating real pressures this year, from economic uncertainty to infrastructure needs, housing shortages, and rising public health and safety concerns. Despite these challenges, the report finds that local leaders continue to show resilience and adaptability in advancing their communities' wellbeing.
The findings are based on an analysis of 60 mayoral State of the City speeches and more than 170 survey responses from local elected officials nationwide.
Three themes stood out this year:
- Economic development remains the top priority, as cities focus on job creation, small business support, and innovation to drive growth.
- Infrastructure investment is front and center, with cities prioritizing transportation and utilities while building resilience against extreme weather.
- Affordable housing continues to be a major concern, as mayors pursue creative approaches to expand supply and support vulnerable residents.
The report also covers budget management and public health and safety as top concerns for city leaders, and looks at how mayors' priorities align with, and sometimes diverge from, what residents are talking about.
