As it passed the Senate, this legislation would create the Georgia Major Airport Authority Act intended to control the operations of the Atlanta Hartsfield-Jackson International Airport. However, the House Rules Committee offered a substitute which would create a state airport overview committee to review the operations of general aviation airports in the state. The House Rules Committee substitute also contains House Bill 511
which would create the new Department of Mobility and Innovation to plan and implement transit across the state. Additionally, the House Rules substitute to SB131 would provide for a sales tax exemption on the sale of aviation fuel.
